    You also need tight control over the plane... the cup rotates in a circle, say, and the difficulty increases with the radius. If you can manage a radius of r = 1 m, you need the centrifugal acceleration to be greater than the acceleration of gravity g -- so that when you are upside down the cup doesn't fall and liquid still flows. So then v^2 /r > g, which works out to v > 3 m/sec ... or, more simply put, the entire 360 degree roll of the plane must be completed in 2 sec or less.
