Not your typical Send As Permisison problem

First off, thanks for your help, this thing has been driving me insane. I am currently running a BES server (4.1) with 10 users. 8 of the 10 are regular domain users. The last two WERE domain admins that got demoted to regular domain users (so that they would be able to use their blackberrys). Before you ask, no they are NOT part of any admin groups or groups that inherit admin rights (at least as far as I can tell). Somehow, BESAdmin still cannot send emails on behalf of them. Any other ideas on what to check? is there an admin binding somewhere that I do not know about in exchange?

I really don't want to have to migrate thier mailboxes to another account.
