Lone Bes user not receiving email

I have a Windows 2003 SBS with Exchange 2003 also running Blackberry enterprise server. I have 4 user accounts on this server. For some strange reason, on 6/18/07, the BB user stopped receiving messages on his BB and in his OWA. After rebooting the server, blackberry functionality returned but OWA still will not show new messages.
I noticed these errors in the application event log
    Event ID 20000:
    [BIPP] Connection failed
    BIPPeClient::Connect: Error calling host "localhost" [127.0.0.1] (10061)
[BIPPe] WARNING: Using default BIPP shared secret
    BIPPeClient::Connect: Error calling host "localhost" [127.0.0.1] (10061)
    Event ID 20608
[BIPPe] WARNING: Using default BIPP shared secret

I am having the same issue. BES server is version 4.1.3.18. Connecting to Exchange 2007.
Unable to activate any new devices.

Got the following after restarting the Sync service.
    Event Type: Warning
    Event Source: ExchangeConnector
    Event Category: None
    Event ID: 20000
    Date: 8/1/2007
    Time: 1:24:55 PM
    User: N/A
    Computer: LT-BES
    Description:
[BIPPe] WARNING: Using default BIPP shared secret

    Event Type: Warning
    Event Source: BlackBerry Synchronization Service
    Event Category: None
    Event ID: 45058
    Date: 8/1/2007
    Time: 1:24:53 PM
    User: N/A
    Computer: LT-BES
    Description:
The description for Event ID ( 45058 ) in Source ( BlackBerry Synchronization Service ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. You may be able to use the /AUXSOURCE= flag to retrieve this description; see Help and Support for details. The following information is part of the event: {StartNotifyThreadServer}: DBNS component not installed..

We have installed a new BES server for another client that is the most current version and is connecting to Exchange 2003 server.

Neither server will activate new devices. Exisiting devices are fine. The ETP emails are shwoing up in the mailbox on the device, but they sit at activating for 30 mins or so and then timeout with The server is not responding. Please contact your System Administrator.

Any ideas, it is strange that both BES servers stopped activating at the same time. Windows Update maybe?

Okies.. After 4 hourson the phone with RIM.. We find no real errors or anything to help us understand whats going on.
Basically the BB Agent is is not pulling the database infor from our Domino server.
The only way I can add users to the BES is through Desktop manager
Add the user to the BES.. Do not add pw or "activate"
Open Desktop manager on users PC with the device attached. Should get a message about new encryption.. Movethe mouse around and let it go Click apply or just unplug when it is done. Do NOT sync with desktop at all. It should start activating and pulling mail.
Will update once I hear back more from RIM

I had the same issue and fixed it with the following:
    Errors: Event ID: 20000
    FIX:
    Open Blackberry Manager
    Select servers, click exchange
Right-click exchange server and select Start Blackberry Enterprise Server
