I need some advise on disabling wireless email reconsiliation.

We have 2 offices connected via VPN tunnel over ADSL/ Cable. The tunnel between the 2 cities has been transferring a lot of data back and forth, and a large chunk of it is BES related. I want to force the users to create rules that only allow certain addresses thru, rather than sending everything by default.

Is an IT policy the best way to go, or should I just go under each user's filters and force the "don't forward messages to the handheld" option. If I do go thru the user settings, is there a way i can disable that feature so the user can't turn it back on?

I am running BES for Exchange ver 4.0.6.
