Pin to Pin messaging + service outages

Hopefully someone can advise for me!
My company runs BES 4.0 - shortly upgrading to 4.1 - I have been tasked with trying to find a solution for the following:

If we ever have network outage / service provider outage, we need to be able to send PIN to PIN messages to our blackberry community, advising on such outages etc.

I have been informed that the following work with RIM and provide such a solutiuon
http://www.wallacewireless.com/ - not much info on the website though

But I was wondering if anyone can advise on free tools that can be used, or just any advice on solutions in general that people may already use.

    Hope that made sense!!!

Re: BES Downtime + Pin to Pin messaging.

The easiest way is to "Send APB" from the BES to all handhelds.
The problem you have with Network / Service outages is that their is not protection for GPRS / EDGE. If they go then PIN to PIN is quite impossible.

SEND APB to Email or Handheld is about the only way I can think of.

Ditto on that. No EDGE/GPRS = No PIN 2 PIN

But what if all of your devices are on Verizon? Is there any freeware or app that stores offline PIN information so that you can communicate in the event your BES/Exchange is down or you have Internet connectivity issues?

    A network reality check.

Every single network provider, that provides a blackberry solution, or even a mobile data platform other than blackberry relies on a wireless network. BlackBerry uses RIMS wireless network. If the carrier is down, the device is down, no access to the backend. The devices have built in "store and forward". I.e if a message cannot be sent instantly due to network, it keeps retrying until it fails. Even then you will get a rex X, and you can resubmit the mail. This is then just education to the end user.

There is nothing in ways of D.R for a RIM owned wireless network. Your answer to your project should be concretly "this cannot be achieve as a complete solution. Worksarounds are ....such such and such.

I'm hoping the above really does help.

Admittedly when sending mails, yes the carrier network is involved - but if PIN 2 PIN is used then it does not go to the 'outside world' so to speak in order to travel to another handset ...correct me if i'm wrong - sorry to keep this one going guys...

Re: BES Downtime + Pin to Pin messaging.

I understand the thinking and its good to higlight. Here's the way of thinking with BB. If no GPRS, gprs, the way your wanting to protect your service, no pin will be delivered. No data access, no delivery. You cannot have contingency unless, unless the wireless backbone provides it. The backbone provides contingency to keep alive the wireless connection, not individual case, hence no pin if data is knocked. The carriers are there to capture data usuage, which is irrelevant when detailing with pin, so if the backend is out, a store anf forward procedure happens, just the same as email.

Have I made that expanation clear, kinda lost meself alittle also.
