From what I have read here that is the way a keyboard is in the UK. If you buy one stateside it should be normal.

Yes. Any qwerty you purchase in the US, will be exactly that a QWERTY.

    From Wikipedia:

German and Czech keyboards add an umlaut to the right of "P" and "L" respectively, and interchange the "Z" and "Y" keys both because "Z" is a much more common letter than "Y" in German (the latter seldom appearing except in borrowed words), and because "T" and "Z" often appear next to each other in the German language; consequently, they are known as QWERTZ keyboards.

French keyboards interchange both "Q" and "W" with "A" and "Z", and move "M" to the right of "L"; they are known as AZERTY keyboards. However, the French Canadian layout is a QWERTY layout.

FWIW, I can confirm what was quoted above from Wikipedia.

In Germany and German speaking countries, QWERTZ is the standard layout for a keyboard. In various countries, keys can vary depending on letters' use in the language. In fact, there is actually a few variations in the UK of all places, which does seem a bit odd to me. For example, the @ and ' (single apostrophe) symbols are switched! That gets me every time. (It doesn't surprise me though, as they like to do things their own way; in fact I'm somewhat surprised the whole keyboard isn't a mirror image, given their penchant for doing things on the left ).
