Americas provisioning service outage:



BB users may be unable to register their device or receive new service books. BB Connect and BB-enabled devices that require a new PIN may be unable to receive the PIN.


BIS subscribers may be unable to use BIS web site or create new accounts, access Internet mailbox, integrate 3rd-party accounts, or view email attachments.


Carriers may be unable to create subscriber accounts or provision services for subscribers.
Problem confirmed as of December 27, 2007 10:35 AM EST

So if you are experiencing difficulties, this might be the reason.

It appears that the issue is fixed and RIM is just waiting for the queues to clear. Nothing official from RIM as of yet.
