Does the Blackberry PIN service work worldwide...so between different countries? For example one user is in the UK and the other in Australia?

Yes it is world wide, the only stipulations are
You must have a Blackberry Data Plan
And you have to a plan that is set up for international travel (if you plan on flying all around the country)
But from one user in one country to another user in another country yes it works.
It also has nothing to do with texting, it uses data and is just like an Instant messenger. Same with pin to pin messages they travel via BIS or BES (they do not have text charges applied to them.)

does the international data plan come in most contracts or is it an additional cost?

The international data is usually an extra cost but is only needed if you are traveling internationally. If you are planning on sending a pin to pin message from your home country/service area then a regular data plan (blackberry that is) will do the job.
