If a guy has a cingular blackberry 8800 and it was unlocked but he can't use the internet with the new carrier what does that mean? That his pin wasn't released? And if so how would you go about releasing it?

The PIN is only required to log into your carriers Blackberry configuration site and has nothing to do with your internet access. Most likely your ex-Cingular phone is still configured to access the internet via Cingular settings. Research your new carriers web site for their settings or call their support.

If the PIN is still registered to AT&T, or if the PIN Account is still in the original owner's name, then your current carrier will not be able to register a BIS account to your device.

If its only the PIN still held by AT&T, a quick call to customer care should do it. If its still in the original owner's name, he will need to make the call.
