    I have ATT and with them you can't make calls using the wifi feature :/ however the data used trough wifi is not billed/accounted for as part of their service.
    As far as TMO I understand you can make calls trough wifi and they are not charging you out of your minutes plan, the data is also free (unless you are at a pay per use hotspot).
