    in a nut shell its like a prgram that turns programs on and off. If certin programs are gone or aren't working it's proably because that service book was deleted/uninstalled.

    Service books are files that contain permissions, data and settings from your provider. These enable and disable applications as well as give the device the settings it needs to make calls and access the internet or check mail.

    From my understanding, everyone requires them. Some people mess up their settings and have to re-download them, but everyone has them.

    Service books essentially handle the basic configuration of your BB. I don't know of any third party apps that have their own service books but you need service books for you internet connectivity in place so in a sense, all apps rely on them unless they don't need data.

    The service books are a major plus for the BB. If you've ever heard about how people unlocking a data device from a carrier to use on another carrier have to dig around for settings to get everything to work, it's something you don't have to worry about (well, as a BIS user you might need to specify the TCP settings) on the BB thanks to the service books.
