BB Desktop Manager 6.0 Does not open.

Just downloaded and installed the latest BlackBerry Desktop Manager today. I did completely remove the previous version including all user settings. Also removed previous Device Manager then installed latest version.
Laptop has OS Windows 7, Home Premium.

When attempting to open the DM I am given an error report that includes these stats:

i'm running XP and i have the same problem. it works fine on my laptops but i can't run it on my PC.
