the blackberry device manager IS NOT the blackberry device software. so i am not sure what you removed.

what version DM are you using? click help, about blackberry desktop manager
then when pop up opens, click on components tab and list what you see. then next, click on the device software tab and list what you see.

yep, you are missing the device manager ... both components (i have two listed)
i can't seem to find them as a separate download. i think they are packaged with DM.
what version DM are you running? from the first tab?

i would uninstall DM (from control panel) and reinstall ... then you should be good to go with DM, device manager and your device software.

it wouldn't hurt ... especially since you are rogers and you aren't upgrading to a 4.2 OS

man...i really needed this last month and couldn't find it, but i've got it now. I had a customers device who was doing this, and I tried to reload the OS and it wouldn't let me. I see where I went wrong as well
