    Ok, disconnect your device and reboot your PC, please. Then navigate back to that folder, connect your device and try the loader executable again.

    Okay, so lets try deleting and reinstalling the OS from your PC. Uninstall via the control panel, reboot then reinstall. Maybe get the OS from your service provider. Who is that, by the way? T-mobile?

    Yeah, but it's from your carrier. So you don't need to delete that vendor.xml file this time. So delete the last one, reboot your PC, download and install the one I just posted and give it a go, either through the Desktop Manager or the loader executable.
