Question Samsung Galaxy Xcover2 - no ActiveSync email over cell network

Really strange problem; my user's Xcover2 works fine over wifi, but when out of range and depending on the cellular 3G (or 2G) signal, can't receive any email from my Exchange server. At these times, it has internet access, can access a Gmail account etc and other handsets on my system (iPhone, Nexus 4, iPad, HTC Desire etc) never have any problems.
Could it be a problem with the handset itself?
    thanks for any help,

*I don't (and never have) used active sync. I did some searching and came upon this. Also saw 1 report where a SIM card switch solved same issue.

Another report (which wasn't a Samsung device) said something about a setting that was set to all (referring to a packet size or something of that nature) and changed to 2kb.
    Step 1) Delete mail account.
Step 2) Select Data Usage option from Settings Menu
Step 3) Select Auto Sync Data from options (3 dots top of screen)
Step 4) Full re-boot (hold power button until phone shuts down and then power on)
Step 5) Set up email account
Step 6) Agree / Accept security settings notification.

Sorted! There was a tick in the Restrict background data option for his Exchange email app! Not sure how that crept in as it seemed to survive the removal and reinstallation of the account. All working OK now; many thanks for your help.
