.msi installer failure error 1714 Blackberry DTM

I'm trying to install BB DTM 4.3 on a Dell Desktop running XP Pro and continually receive an .msi installer failure error (1714). Can anyone point me to what this is and how I can avoid it? Also, is there any software app that can convert an .msi into a standard .exe install package? Tks.

Do you have any other versions of DM installed?

Here are a few things to look into:
The required Microsoft Windows Installer files are missing or damaged. A program that uses the Windows Installer package file (.msi) was removed.

    Resolution
Register or install Microsoft Windows Installer again. For instructions, search for article 315346 on the Microsoft Support Knowledge Base.
    Cause 2
Microsoft Windows XP does not detect the .msi file or a problem exists with the file.
    Resolution
    Complete the following steps:
    1. Click Start > Run.
    2. Type cmd in the Open field and click OK.
    3. In the command prompt window that opens, type msiexec /unregister and press ENTER.
    4. Type msiexec /regserver and press ENTER.

I'm having the same .msi problem in the Windows Installer, but with an OS. Remember we tried fixing this, but no luck?
