TMO - You don't need a data plan but you do need to make sure you have the service enabled by calling Customer Service.

AT&T - You need a data plan or else they won't send you the service book

Yeah actually this happened to me when I first got my Pearl. I have unlimited messaging, but not the data plan with my pearl. All you have to do is call T-mobile and ask for the Blackberry Feature Enabler. It's not available to add online, for what reasons, I don't know. It's free, and will allow you to send MMS.

You need to call and have T-mobile put on the BlackBerry Feature Enabler. Also, upgrade the software if it's an old phone. In the newer software, the menu for MMS will be present.

I just got off the phone with T-Mobile. The Blackberry Feature Enabler is NOT free. They required a payment to activate the Enabler.
