    You can also get GIMP - it's an open source software package. You can then open any picture and resize the image to the above mentioned dimensions. Works like a charm.

    You can also look at any graphics or photo site and that allow specific size's

    and although 240x260 is the suggested size, you can also do any multiple of it..

    480x520
    720x780
    960x1040

    and so on, but with brighter and more colors the size gets bigger and will lag your phone.


    you can also take any sized photo and zoom in or out to where you want it and at that point, while looking at the picture you can set it as the wall paper and your phone will crop it where you zoomed too
    It takes many professionals versed in many different area's to help the masses, I am just a single drop in that pool.
