That is it directly from RIM, it'll only show up when Content Protection is enabled.

I seem to recall that some of the older BB OS versions do not have the memory cleaning menu show up, even with content protection enabled. Are you on OS .64 or earlier?

It wipes the memory areas indicated... - a little cleanup for the sake of security, essentially.

is there a way to get the memory cleaner or a tool like it without all the security enabling?

No, I don't think so. You could do it manually once a week.

    Re: Hidden Memory Cleaner

I'm not sure how entirely effective this is as a utility to free up memory. It seems that the things it clears out are clipboard, last e-mail, browser cache and other session data (all of which probably totals less then 100k together). However, all of this stuff is re-created the next time you pull up a browser or send a message. It seems that the intention of the memory cleaner is to get rid of potentially compromising data stored on the device when it idles. Hence the need for security to be enabled before you can use it and how it only cleans memory by default during idle times. Just my opinion that it seems more useful as a security feature than a memory cleaning feature.
