Do the storms come with abilty to be both on CDMA and GSM? I noticed my friends storm has a spot for a SIM card, just wondering if it would work with Rogers

Yes it can. But not on Rogers 3G.
People use Storm on TMO and ATT here in USA and Rogers GSM is compatible with those.

No, not at the same time. I would buy it and use it on the Rogers network if possible.

Exactly. To clarify the meaning of unlocking: each carrier puts a SIM restriction on your phone so you won't take that phone and use it on another network carrier. "Unlocking" it will allow you to use it on any GSM carrier. Also to echo what GeneKam said, you will not be able to use the GSM and CDMA carriers simultaneously. One technology at a time
