Help with getting an ATT Storm up and running

Hey guys, I should be receiving my unlocked 9530 in the mail Friday morning. I plan to follow the tutorial on here to get the ATT service books after I have installed the best OS for my situation.

My questions are as follows:

1.) Which OS allows for the best ATT signal? The phone I am receiving has beta .132 installed already.

2.) Will this same recommended OS allow for a fast browsing speed?

I'm on a hybrid .148/5.0. Works great for me slow mem leak. Best browsing speed so far so I suggest rhis one. The radio has been very good on my device but each device acts differantly to them. Congrats on the new storm.
