The Only way is to Create an Icon, than Create a Theme and Replace the preinstalled icon with yours...

So there is no way to go into the program and change the icon? If its only by theme then how do they make the icon to begin with? ~via BB (wap.pinstack.com)~

are you trying to change a third party icon?

theme builder will let you change any stock icon the is from RIM.
the icon for anything your carrier put on your phone or something you downloaded can be changed; At least as far as I know

what are you trying to change?

There is, but building a new theme would be much easier; you would need to decompile the program (using either RIM's full rapc with decompiler classes, or find someone with a 3rd party decompiler), replace the relevant icon resources, recompile, and (if necessary) resign the application with your own developer key.
