Without getting into the technical details, SIP allows you to use VoIP service from any (SIP enabled) device so that you are not restricted to your computer alone. Imagine being able to use Google Voice from your mobile (without being charged for local minutes), from your landline, etc.
But still what is SIP all you said was any SIP enabled device. That doesn't tell us what SIP is
SIP stands for Session Initiation Protocol and is a communication protocol (like http) that is used for media communication over the internet. Thus, SIP is not only for Voice, voice is just one such media that can be handled by SIP.
The SIP protocol allows devices to establish connection and then communicate over the internet. Just imagine, how you use your browser to view websites. In this case you use the Http protocol. That enables you to establish connection with the website and view the same on your browser.
