Could it be some weather advisory or alert? I see you have some weather programs on your phone, it could be warning of severe weather, ice, fog etc

Or, have you a weather program with weather warning activated ?

I've installed updates to so many Cydia programs in the past week or so I have no clue whether or not its for the weather info lol. The odd thing is that it goes away every single time I do a respring. If it was a weather advisory I would think it would pop up again after the respring. Weird

it looks to be an advisory alert from your weather program. Which one do you use? It doesn't look like Berryweather

No BW for iPhone yet. Weatherbug or TWC. Go into your weather app and check to see if there is a weather alert.

It's an alert for many programs from weather to trapster type of apps. Look around at icons and usually one will have a number on it
