I believe the Bell Storm is unlocked GSM and locked CDMA provider specific.

Nothing in the link above is correct. Listen heres the deal about either the 9500 or 9530. The 9530 has dual CDMA Rev A bands. Quadband GSM, and 2100MHz HSPA. The 9500 has Quadband GSM and 2100MHZ HSPA.
Now if Verizon does not lock down the NA GSM bands then yes you can use it on AT&T. The field test models do not have these bands locked down right now, but that doesn't mean they won't for release. It's 50/50 honestly. Regardless, the 9500 will DEFINITELY work on AT&T. It just will not work on AT&T's 3G network.
If I had to guess, both will work, but only time will tell about the 9530 from Verizon.
