Who's tellin you it can't be unlocked? If it's Cingular, I could see why. Have you tried contacting some of the more reputable online unlockers? I wouldn't think they did anything different to one 8700c over another.

Supposedly the codes for the pre-launch devices were not supplied by RIM. Don't know if this has changed or not. Please note that this is entirely separate from the usual issues with unlocking Blackberries from Cingular.

rwashing...where you able to find someone who could unlock yours? I got a really good deal on one I am afraid now was a Pre-Launch one because it comes with the leather case. Did you manage to find someone who could unlock one of these or am I SOL?
