I'm not and iPhone user but my two kids have one, I had the same problem with both of them and had to call AT&T. AT&T had to activate the phone from their end before we could do anything with the phones. AT&T told me that without them first activating the phone iTunes would do anything, don't know if this was a one time thing. Some one here way smarter than I will be able to give you some more help. Good luck.

Is the iPhone new or used? As sooner mentioned plug it directly into the computer and don't use a hub or anything.
Be sure your using the newest version of iTunes v9.1.1 (I think). Make sure you have authorized the computer to use your iTunes Account also.

Those are all things to check and a PBX to AT&T is a good idea.

You have to have an active internet connection and a valid ATT sim card for it to activate.
It helps having a newer version of itunes installed as well

Yup, your USB cable could be malfunctioning, or incompatible with your iPhone device.
