It means the ROM (upgrade) software is corrupted, i.e components with the whole pack have lost integrity, and not going to work. Just delete it and try downloading a new image

Ummm, things are a lot different with HTC WinMo OS.
There are official and unofficial upgrades (let's call them ROMs). Each ROM has version, radio version and protocol version (i.e. 3.13.405.0 WWE; Radio 1.59.42.15; Protocol 25.85.30.07H). WWE of course means WorldWideEnglish. Meaning, there are other regional variants!

    Scenario A (official ROMs):
    1. Most phones are carrier-locked. So to upgrade from WM 6.0 Pro to WM 6.1 Pro you're depending on carrier goodwill to host update.
    2. Phones which are not carrier locked (like my HTC Polaris) can be registered on HTC pages (IMEI is needed). Then you can download upgrade which works trough official bootloader.
    3. Phone WAS bought locked, and then was unlocked. See #1.

    Scenario B (unofficial ROMs)
    4. There's gigantic number of unofficially tailored ROMs. Some are quite barebone and some are expanded with various freeware apps. Choice is tough, but path is same: loading new bootloader (and thus losing guarantee) which then loads selected ROM.
In this case, wrong Radio version is what can brick your phone!

Someone already wrote, best source for HTC upgrade/modify information is http://forum.xda-developers.com, which has section for each HTC phone. For you, that would be http://forum.xda-developers.com/forumdisplay.php?f=372 (Elf - also known as Touch, GSM Model of the HTC Touch (Rogers Touch))
In space no one can hear you scream.
