How is GPS implemented in the 7100i?

I have Telenav on my 7100i and today I downloaded the trial of Spot for BlackBerries and it got me wondering why only a couple of BB's are GPS enabled. Can anyone give a quick explanation of how GPS is implemented in these models and why more BB's don't have it? Is it a separate chip?

It is a Federal Mandate that all cell phones be GPS enabled. Nextel is the only company that has offered a GPS Solution for phones. Now Sprint has released Sprint Family Locater, and a couple other companies are working on GPS Solutions. GPS is necessary on a phone for E911 (Enhanced 911) so dispatchers can locate a GPS enabled phone in an emergency.

But there's a difference between the phone knowing where it is and being able to transmit that info and having what I assume to be a client-server model navigation system like Telenav. Is that what the other companies are working on? My understanding is that Telenav is an independent service provider. So if a phone is GPS enabled, I would think that the only other piece of the puzzle would be to design an interface. That's why I'm curious. If its really that simple, why haven't any of the other BB service providers done it? (The fact that Nextel rocks and they don't notwithstanding).
