Is there an easy fix for this, can he use it on any services, or can someone point me in the right direction.

    No fix.

If its on VZ blacklist then only the original owner can work it out with VZ to take it off the list. Either the phone was reported stolen, lost or the orginal owner still owes VZ money.

The same situation happened to me with a Treo that I bought off Ebay. Luckily the seller took it back. If anyone buys a used phone, I would ask the seller for the ESN (DEC/HEX) number prior to buying and confirm with VZ. VZ will help to verify the esn with you.
