Blackout results in loss of service and more?

I've been told by some friends that the blackout that just happened will also be a system upgrade, it will allow 4.5 users HTML email and some other new features.
Any other news floating out there about the blackout?

This was bot the BIS upgrade. That is scheduled for next weekend.

Was the mention about html email a assumption or was that supposed to happen? I'm running 4.5 now and my emails are still the same. ~via BB (wap.pinstack.com)~

The USA will not get the upgrade until next weekend at the soonest. And u need 4.5 os to get html. ~via BB (wap.pinstack.com)~
