Using BB APN for custom apps

Was wondering if there is a way to program an app with the BB JDK/IDE and make it use the BB APN for getting data from HTTP requests (XML/webservices/etc). I've been reading that most of the apps needs to connect to the provider APN, but in this case this represents and extra costs, and Im trying to 'encapsulate' the traffic on the BB APN. Do the applications that are allowed to go thru BB apn must be digitally signed by BB in order to allow them to go pass their network?

Hope someone could provide me some knowldage (since my provider really sucks on their support, took them 2 months to see why i was being charged extra, and that was cuz of the APN that THEY configured, they didnt know it was extra charge if i used that)
